From your parent involvement coordinator:

Dedicate a time and place at home to do homework.  Each child is different.  Finding the best time and place for your child's homework may involve trial and error.  Begin by picking a time and stick with it for 2 weeks.  If this time does not work, try another time for 2 weeks.  When choosing a place to do homework, it does not need to be completely isolated, but also does not need alot of distractions.  You may want to try the dining room or kitchen table.  Once you establish a time and place in  your home to do homework, you must be consistent everyday.
